The Sun says Silva is ready to pounce for Robertson as Burnley argue over the fee.
The Clarets have been bickering over how the £8 million is paid for the Scotland defender and that has left the door open for ex-Hull boss Silva.
Robertson is waiting on the go-ahead to speak to buyers after Hull's relegation from the Premier League and is keen on the Burnley switch.
However, talk of Sean Dyche also chasing Leeds' out-of-contract Charlie Taylor has planted seeds of doubt in the mind of Robertson.
His fee and personal terms are within the range of Watford.
